BUFFALO, N.Y. — Acting Buffalo Mayor Chris Scanlon said Buffalo Commissioner Joseph Gramaglia has submitted his resignation as commissioner effective at midnight Monday night. Scanlon says Gramaglia will return to his civil service rank of Captain.
